Mr. Jean-Paul Servais
Chair of the IOSCO Board and Chair of the European Regional Committee (ERC)
Jean-Paul Servais is the Chairman of the IOSCO Board. He is also Chairman of the IOSCO European Regional Committee, Chair of the IFRS Foundation Monitoring Board, and co-Chair of the Monitoring Group in charge of the public governance of the audit standard setting at international level.
Mr Servais is the Chairman of the Belgian Financial Services and Markets Authority (FSMA) and a board member of several international supervisory bodies for the financial sector such as ESMA and the ESRB. He sits on a number of supervisory colleges that coordinate the (cross-border) supervision of several financial institutions and infrastructures.
He teaches at the Université Libre de Bruxelles (ULB, University of Brussels), where he is part-time professor in International Business Law and in the specialized Master in Tax Law.

Mr. Shigeru Ariizumi,
Board Vice Chair
Shigeru Ariizumi is Special Advisor to the Minister of State for Financial Services at the Japan Financial Services Agency (JFSA).
He has extensive experience working on financial sector issues. On insurance-related issues, he serves as Chair of the Executive Committee of the IAIS. Regarding securities-related issues, he is the Vice Chair of the Board of IOSCO.
Prior to his current role, Shigeru served as Vice Minister for International Affairs of the JFSA from July 2023 to July 2025, and was a member of the Financial Supervisory Board (FSB), regularly representing the JFSA in its meetings. During Japan’s G20 Presidency in 2019, he served as Deputy Commissioner for International Affairs and led the JFSA team on formulating the agenda and delivering tangible results on financial sector issues. On the supervisory front, he worked as Director of Banks Division I and Director of Securities Division during 2011-2013.
Entering the Japanese Ministry of Finance (JMOF) in 1988, he also worked on a wide range of policy related issues at JMOF. During 2020-2021, he was Senior Deputy Director General of the International Bureau and was Japan’s G7 and G20 Finance Deputy’s Deputy.
He holds a Bachelor degree in law from the University of Tokyo and a Master degree from Harvard Law School. He has passed the Bar examination in Japan as well as in the State of New York.

Dr. Mohamed Farid Saleh,
Vice Chair of the IOSCO Board and Chair of the Growth and Emerging Markets Committee (GEMC)
Dr. Mohamed Farid Saleh was appointed as Chairman of the Financial Regulatory Authority (FRA) in August 2022 as per the Presidential Decree; No. 353/2022 and No. 326/2023. He is also a Board Member at the Central Bank of Egypt (CBE). Since September 2022, Dr Farid was elected as the Chair of the IOSCO’s Growth and Emerging Markets Committee (GEMC) and the Vice Chair of IOSCO Board. Dr Farid is currently the Vice Chair of the Advisory Board for GFANZ Africa Network.
Before joining the FRA, Farid served as the Executive Chairman of the Egyptian Exchange (EGX) since August 2017 till August 2022; No. 1759/2017 and No. 1832/2021. During this period, Farid held many significant international positions; the Chairman of the Federation of Euro-Asian Stock Exchanges (FEAS) 2017-2019 and 2021-2022; the Chairman of the Arab Federation of Capital Markets (AFCM) 2019-2021; the Chairman of the Emerging Markets Working Group at the World Federation of Exchanges (WFE) 2017-2021; and Board Member of the African Securities Exchanges Association (ASEA). Prior to his appointment as EGX Executive Chairman, Farid served as the Chairman and the CEO of Dcode EFC - a leading economic forecasting firm in Egypt.
Between 2013 and 2016, Farid was an External Consultant on Venture Capital (VC) and Financial Leasing for the World Bank Group in Egypt, and was a Member of the Capital Market Advisory Committee established by the Financial Regulatory Authority (FRA). Additionally, he served as the Vice Chairman of EGX in 2010-2011.
He also served as a part-time lecturer in Financial Markets, International Finance, and Financial Derivatives at the American University in Cairo (AUC) and at the Arab Academy for Science, Technology & Maritime Transport (AASTMT).
Farid holds a PhD in Financial Economics from Cardiff Metropolitan University - UK, an LLM in International Financial & Commercial law from King's Collage London – UK, an MSc in Quantitative Finance from Bayes Business School - City, University of London - UK, an MSc in Economics, (Project Analysis, Finance & Investment) from York University - UK, and an MBA from the Arab Academy for Science, Technology & Maritime Transport (ASST) - Egypt. He also holds a certificate in Venture Capital from UC Berkley - USA, a certificate in Time-Series Analysis from Timberlakes, Cambridge University - UK, and a BSc in Foreign Trade and Economics from Helwan University - Egypt.

Mr. İbrahim Ömer Gönül,
Vice Chair of the Growth and Emerging Markets Committee (GEMC)
Chairman Gönül was born in Ankara, Türkiye in 1973. He obtained his Bachelor’s Degree in Economics from Bilkent University, in 1999. He completed his Master's Degree in Business Management from the Social Sciences Faculty at Atılım University. He is currently continuing his studies for the Doctorate Degree in Political Economy at Atılım University.
He started his professional career as a fixed income securities manager at Şekerbank TAŞ and then continued working in fund management as a TL fund transactions dealer. Thereafter, in 2004, Chairman Gönül started working for the Capital Markets Board of Türkiye (CMB), at the Institutional Investors Department where he became in charge of managing process flows. Later on, he served as Human Resources Manager and Deputy Head at the Department of Administrative and Financial Affairs at the CMB. In 2014, he was appointed as Vice Chairman of the CMB. In addition to his Vice Chairman role at the CMB, he served as the Chairman of the Board of Directors at the Central Registry Institution Real Estate Information Center (GABİM) which is established in order to improve the quality of valuation activities in the capital markets by producing and publishing data analysis reports on real estate valuations, both regionally and nationwide. Besides, he also served as Member of the Advisory Board at Erzincan University. Chairman Gönül holds all professional capital markets licenses in Türkiye- equivalent to Chartered Financial Analyst (CFA).
He was appointed as the Chairman of the Capital Markets Board of Türkiye (CMB) on April 18, 2022. During his presidential term, Chairman Gönül initiated the establishment of an electronic system which would enable all applications to be made to the CMB in electronic form, commencing from 2024. Furthermore, during Gönül’s chairmanship, in 2024, the CMB took on the task of being the public authority regarding the listing of crypto asset service providers and in defining their scope of activities.
Chairman Gönül attaches real significance to increasing financial literacy and to the investor education. CMB programmes and workshops are being conducted at regular intervals across the country in order to increase capacity, raise investor awareness, and also improve investor education. He pioneered the launch of the "Financial Literacy Platform" website which is Turkey's financial literacy base.

Mr. Khaled Alhomoud,
Vice Chair of the Growth and Emerging Markets Committee (GEMC)
Mr. Khaled Alhomoud was appointed as a member of the Board of Commissioners of the Capital Market Authority in October 2017. Prior to being Commissioner, Mr. Alhomoud has served in different roles since the establishment of CMA in 2004, where he joined the CMA in 2004 to contribute to the establishment of Corporate Finance & Issuance Division. He became the Head of Mutual Funds Department from 2006 to 2013. In 2013 Mr. Alhomoud was appointed as the CMA Deputy for Strategic and International Affairs.
Mr. Alhomoud serves in various roles in the financial sector including; Member of the Board of Directors of the General Authority for Zakat and Tax (GAZT), Member of Nominations and Compensation Committee (GAZT), Member of the Financial Sector Development Program Committee and Member of the National Savings Committee.
In addition to the above memberships, Mr. Alhomoud is a member of the Board of Directors of the International Organization of Securities Commissions (IOSCO) and the Vice Chair of the IOSCO – Africa/ Middle- East Regional Committee.
Prior to joining the CMA, Mr. Alhomoud worked for the Saudi Arabian Monetary Agency (Central Bank) as Head of Investment Accreditation Manager responsible for development of professional certificates to enhance the capabilities of personnel of employed by commercial banks.
Mr. Alhomoud earned his BA in accounting with Honors from King Saudi University, Riyadh - KSA and an MBA from Kent State University in the USA, specializing in finance. Mr. Alhomoud attended several management and leadership programs with prestigious universities such as Harvard, London Business School and INSEAD.

Mr. Waleed Saeed Al Awadhi,
Chair of the Africa / Middle-East Regional Committee (AMERC)
Waleed Saeed Al Awadhi is the Chief Executive Officer of the Securities and Commodities Authority (SCA) of the United Arab Emirates.
With over two decades of progressive leadership, H.E. Waleed Saaed Al Awadhi is a strategic architect facilitating the development of international standards in financial regulation, implementing transformative initiatives, and driving innovative advancements.
Prior joining SCA, H.E. Al Awadhi served as the Chief Operating Officer at the DFSA. During his tenure, he led key initiatives, including the DFSA’s digital transformation program, and the reformation of its Authorization team. He represented and led the DFSA on several international standard-setting bodies, including the International Organization of Securities Commission (IOSCO), Islamic Financial Services Board, and the Union of Arab Securities Authorities. Additionally, he represented the DFSA on the UAE National Anti-Money Laundering and Combatting Financing of Terrorism and Financing of Illegal Organizations Committee (NAMLCFTC), playing a pivotal role in supporting the UAE's efforts to exit the FATF Grey List.
He was in charge of Authorization, International Relations, and regulatory matters, ensuring operational excellence while strengthening the DFSA's oversight framework, fostering collaboration with global and regional regulators, and leading the development of world-class, innovative solutions and smart initiatives.
He has been instrumental in building UAE National capabilities both at the DFSA and within broader society. His previous roles include heading the Marketing and Communication division at Abu Dhabi Media, managing Priority Banking at Emirates Islamic Bank, and serving as Deputy Head of Retail Banking and Deputy Chief Marketing Officer at Dubai Bank. Prior to this, H.E. Al Awadhi was the Global Director of Marketing and Sales at Sama Dubai, a member company of Dubai Holding.
He was appointed as a board member of Dubai Health by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, H.E Al Awadhi also plays pivotal roles in various national and international committees, including the General Council on Sustainable Development Goals 17 (SDG17), and the Al Jalila Foundation Board of Directors. Additionally, he contributed to the Dubai International Communication Committee, a Government of Dubai Media Office initiative, and served as an International Financial Action Task Force (FATF) Assessor for Mutual Evaluation.
An alumnus of the Mohammed bin Rashid Centre for Leadership Development’s ‘Impactful Leaders’ Programme and Harvard Business School, H.E. Al Awadhi holds a Master of Law in Commercial Law with a double major in Arbitration & Dispute Resolution and Financial Crimes and Money Laundering, and a Bachelor degree in Applied Business Science.
H.E. Al Awadhi published a book entitled “The Sustainability of Family Businesses in the United Arab Emirates – A Legal and Operational Perspective for Best Practice”, and is a member of Harvard Business School’s Global Alumni Board and the Harvard Business School Middle East Alumni Committee.

Ms. Julia Leung,
Chair of the Asia-Pacific Regional Committee (APRC)
Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.
Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.
In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.

Ms. Lucía Buenrostro Sánchez,
Chair of the Inter-American Regional Committee (IARC)
Lucía Buenrostro holds a bachelor’s degree on Actuary from the Universidad Nacional Autónoma de México (UNAM).
She has a master's degree in Economics from El Colegio de México and a master's degree in Mathematics and Finance from the Imperial College of the United Kingdom. Lucía also holds a master's degree and a Ph.D. in Economics from the University of Warwick.
She has a broad and solid background in the international financial system, where she has worked for almost 15 years. She has been responsible for the risk management areas covering different investment portfolios (equity, credit, interest rates, exchange rates, and commodities) and various types of risks (market, credit, and operational). In regulatory matters, she has coordinated projects to implement the Basel Accords, particularly the quantitative impact analysis of Basel III and its subsequent reforms.
She has been a lecturer and researcher at UNAM, the University of Warwick, and the University of Oxford. She has published in internationally renowned academic journals, and she is currently a writer in a Mexican newspaper. She was distinguished with academic scholarships from CONACYT (Mexico) and the Royal Economic Society (United Kingdom).
She was appointed Vice President for Regulatory Policy at the National Banking and Securities Commission (CNBV) of Mexico, starting on November 2021.

Mr. Andrew J. Kriegler,
Chair of the Affiliate Members Consultative Committee (AMCC)
Andrew J. Kriegler is the inaugural CEO of the Canadian Investment Regulatory Organization (CIRO) formed on January 1, 2023, through the amalgamation of the Investment Industry Regulatory Organization of Canada (IIROC) and the Mutual Fund Dealers Association of Canada (MFDA).
In late 2014, Andrew was appointed President and CEO of the Investment Industry Regulatory Organization of Canada (IIROC), CIRO’s predecessor organization. Before coming to IIROC, Andrew served as Deputy Superintendent of the Office of the Superintendent of Financial Institutions (OSFI) where he was responsible for the prudential supervision of Canada's federally regulated financial institutions. He also spent 25 years in the private sector, most recently as Treasurer of CIBC from 2008 to 2012, and earlier as Senior Vice President & Chief Human Resources Officer of Moody's Corporation, parent of the credit rating agency Moody’s Investors Service, where he had been the Canadian Country Managing Director.
Andrew has also worked as a treasury executive, as a securitization and debt capital markets banker, as an analyst and then a trader on a mortgage-backed securities trading desk.
Andrew serves on the Board of Directors of the Canada Deposit Insurance Corporation (CDIC) where he chairs the Risk Committee. He holds an MBA from the Ivey Business School at Western University and a B.Sc. in Computer Science and Economics from Trinity College in the University of Toronto.
