To support the work of the Organization, the IOSCO General Secretariat is seeking to recruit staff from IOSCO members – on a secondment basis – with experience in:

While IOSCO welcomes applications from professionals with a wide range of skills and interests, assignments will be determined based on current organizational needs across Standards Development, Standards Implementation, Enforcement and Cooperation, Communications, and Corporate affairs.
In particular, we are seeking to recruit secondees to support work in the following areas:
- Standards Development: supporting the design, drafting, and review of international regulatory standards, reports and recommendations, including engagement with committees and working groups on emerging market and conduct issues.
- Standards Implementation: contributing to the monitoring, assessment and promotion of effective implementation of IOSCO standards by members, including participation in thematic reviews, capacity building initiatives and technical assistance efforts.
- Enforcement and Cooperation: assisting in international cooperation, information exchange, and capacity building in supervisory and enforcement matters, including supporting the Multilateral Memorandum of Understanding (MMoU) process and cross-border enforcement initiatives.
- Communication: help with IOSCO’s communication efforts, particularly on social media
- Corporate affairs: assist with IOSCO’s corporate affairs, including by-laws, membership and governance

We invite you to nominate suitable candidates with relevant expertise and practical experience. The secondment positions are available from September 2025 (or an earlier/later starting date as mutually agreed with the successful candidate).
Secondments are typically organised as on-site secondments, where the successful candidate relocates to Madrid, Spain, for a two-year term (renewable). Shorter terms (minimum one year) and remote secondments are possible, as exceptions to be agreed case by case.
Required Skills
- Excellent analytical, and written and oral communication skills in English.
- Proven technical competency in the area of application, preferably with experience in financial market regulation and policy-making, supervision or enforcement.
- Excellent time-management skills, to thrive in fast-paced environments delivering high-quality results under tight deadlines.
- Project management and internal reporting skills.
- An ability to develop strong working relationships and to liaise confidently with internal and external stakeholders at all levels.
- Ability to work as part of a multinational and multidisciplinary team, with a good understanding of cultural differences, embracing diversity.
- Resilient professional, able to adapt to new roles, used to learning on the move and open to change, even when it's unexpected.
Qualifications
- University degree in Law, Economics, Politics or Finance, Engineering or other relevant field, from a recognised university.
- At least three years of relevant experience in financial markets and/or regulation of the financial services industry.
In addition, the following knowledge, skills and experience are desirable:
- An advanced degree (Master, PhD, etc) in finance or one of the disciplines identified above;
- Excellent communication skills, both verbal and written, as well as good listening skills and emotional Intelligence, with negotiating experience.
- Ability to analyze, evaluate, and interpret information or situations objectively and systematically, in order to make reasoned judgments and decisions.
The tasks assigned to the successful candidate would typically include:
- Supporting the work of a committee/taskforce and specific work stream(s), including preparing agendas, documentation, and minutes and following-up on outcomes agreed by the group.
- Conducting research and analysis, including literature reviews and gathering information from IOSCO members and surveying stakeholders on specific subjects.
- Support the preparation of consultations and final reports, drafting Board memos, and scoping notes for IOSCO projects.
- Support to the Committee/Taskforce/Working Group Chair, Vice Chair(s), the IOSCO Board Chair, and the Secretary General and Deputy Secretary General, including in the preparation of briefing notes for meetings, conferences and speaking engagements.
- Supporting external facing engagements (including possible working-level representative duties) at the Financial Stability Board, the Standard Setting Bodies and other international organisations (e.g. OECD, FATF, IMF, World Bank).
- Following economic and regulatory developments of interest for IOSCO and its members.
- Supporting the MMoU and EMMoU processes, including processing new applications, coordinating reviews, and maintaining regular contact with signatory and non-signatory authorities.
- Assisting in the organisation of enforcement and cooperation-related workshops and capacity-building activities for IOSCO members.
- Providing support in the development and implementation of cross-border cooperation initiatives, including monitoring trends and challenges in information sharing and enforcement collaboration.
- For data analysts, quantitative data processing, development of tools to analyse, summarize and process financial markets data, to better inform policy discussions or to develop or maintain data publication tools (like the Investment Fund Dashboard).

The positions will be filled on a competitive basis, after an assessment of the CVs and interviews with the candidates. The candidates that are considered suitable for a position, but are not initially selected, will constitute a reserve list in case future opportunities arise in their field of expertise. In that case, the Secretariat could contact them to explore their interest in those possible future vacancies, without the need to launch a new call for secondments.
